23 November 2016 Update http://www.queenanneappeal.org/ Thanksgiving Update wishing you and your family a peaceful and healthy holiday season Good Afternoon Everyone; We have concluded 4 days of hearings and one additional day added by the Hearing Examiner on November 1st to allow for our examination of 3600 emails that the City withheld from our public records request. She asked that closing arguments be submitted sequentially in writing beginning with ours on Nov 9th, the City’s rebuttal on Nov 16th, and our rebuttal due today on the 23rd. We are crossing our t’s as I write. The Hearing Examiner hopes to advance her decision within the next few weeks. I’ll let you know when she rules! These closing arguments, along with all hearing records can be reviewed on the Hearing Examiner’s webpage at: http://web6.seattle.gov/Examiner/case/W-16-004 (please read the closing arguments at the end of the list – our final rebuttal will be added as the website is updated in the next few days) Many of you have asked me to address a very misleading article published this month in a local magazine that claimed that our Appeal was advanced in an attempt to limit and turn away growth in our city’s neighborhoods. The author has written similar drivel before. I reluctantly agreed to be interviewed only under the specific promise that he would set aside his history of snarky partisan marketing and personal twist and instead address the Appeal head on without manipulating the facts or spinning his personal agendas. Obviously I fell into a trap falsely believing in his word and his promise, and that of his editor as well. Just to be clear… The City needs a wake up call and the U District Public Hearing is the place to do it. We need to show up and show up in force. If the city is allowed to increase heights 3-4 fold in the U District then the rest of the neighborhoods won't stand a chance. It's a mental game and we need to give them a clear message. Show up! Bring your friends! Share the word! We need an uprising or there's no hope for any of us. These documents were released in draft form on May 27, 2016, and the Seattle Office of Planning and Community Development (OPCD) is inviting community feedback before finalizing the drafts and sending them on to the City Council and Mayor for formal adoption. Project Documents Director’s Report - This document gives background on the planning process and explains the draft proposal in detail. Draft rezone map - This map shows where zoning would change under this proposal. Draft ordinance - Proposed code language contains the technical details about development standards, affordable housing requirements, historic preservation incentives, and other policy issues. The City Council is now considering legislation that will enact the Mandatory Housing Affordability program, known as MHA-R (the “R” is for “residential”). MHA is a part of HALA (the Mayor’s Housing Affordability and Livability Agenda). The MHA program will enact “upzones” (i.e. it will allow extra development) in neighborhoods throughout the city, and in return will require developers to include “affordable” housing units in new buildings in the upzoned areas. Or, instead of building affordable units, developers may pay an “in-lieu” fee that will be used by the City to fund affordable housing. This exchange – upzones in return for included affordable units or an in-lieu fee – is known as the “Grand Bargain." The City Council is currently discussing the framework legislation that would allow for this program (but does not include the actual upzones). These changes could have profound impacts on single-family neighborhoods throughout the city, both inside and outside of urban villages. The HALA (Housing Affordability and Livability) Strategy SF.2 proposes allowing more variety of housing types in single family zones, including duplexes and triplexes. By allowing three units (a principal dwelling and an ADU and a DADU) on a single-family lot, this proposal moves towards the HALA goal of allowing multi-family dwellings on single-family lots. This, in addition to no parking and increased residents, could drastically affect the livability and character of single-family neighborhoods. continued... City Councilmember Lisa Herbold visited the Seattle Neighborhood Coalition on May 14. She explained that the City Council is now beginning to review the Seattle 2035 Comprehensive Plan in various committees.
Contrary to usual practice, she said, the elements of the Comp Plan will be split among committees by topic, rather than being handled exclusively in the Land Use committee. After the initial hearings, amendments will be proposed in the Land Use committee. Here’s the schedule of committee hearings on the Comp Plan, as provided by Ms. Herbold. It always drives us crazy that the city has important meetings in the summer. But this can’t be avoided; you should really pay attention to the upcoming HALA Focus Group meetings. These groups have been created to advise the city on the specifics of the Grand Bargain as it will “appear” in your neighborhood. Beginning in late May, they will be discussing zone wide changes to support the Grand Bargain in terms of height and density changes and possibly where those might be located within the neighborhoods.
